I'm just going to guess and say that isn't dug up land, but land protected by levees/dykes.

OK, don't call it landfill, then, call it something else. I think that that, and things like extending available ground in New York through landfill, though, would best be represented as the same action in Civ; some means to turn a coastal tile into land.
