Land ranged units are super-strong when embarked (whoops: vanilla bug, not the mod's)

Naval combat is so much more interesting in VEM... ships are actually useful :eek:. I just finished a very enjoyable game as Elizabeth where I cruised around killing dozens of embarked units and ships with my Submarines.

Anyway, it looks like VEM makes Cannons, Crossbowmen, etc. super-strong (stronger than contemporary ships, even!) on defense when embarked.

My city can one-shot-kill an embarked Skirmisher (which has 5:c5strength: in water), but can hardly damage an embarked Cannon (which has 39:c5strength: for some reason):

edit #2: I guess it's just hardcoded and doesn't have to do with the mod at all. Sorry for reporting this in the wrong place.
 
The vanilla game is responsible for the anomaly of ranged units being harder to kill by ranged units - including while embarked.
Ah, I never noticed in vanilla. I know ranged units depend on their ranged strength for defense so they don't one-shot each other all the time, but I figured this was (or could be) overridden when embarked. I guess not?
