last AI settler's city gives units bug

As u know, the computer gets many free units at the start of a deity game. That's fine.
Apparently, the AI gets all his free starting units (teched up!) if he only has a settler and no cities.

Example:
I now had a game (on C3C 1.22), where an Arab settler and a spearman were on the move, with no other cities for the Arab, just units in the wong positions :) (other AI still existed).

The Arab settler built a city (which I planned to destroy), and out of that city popped out all the starting units (with current tech!).
This is very like respawning AI player, but it was Arab again!

If u ask - no, "respawning AI" was OFF, and this is not another AI!

This is a respawn glitch into the last settler of an AI player.
....Do u think there will ever be a fix?
........Did anyone experience this before?

Looks like a simple check was omited. I am guessing they check the level and see that the civ has no cities at this time and the founding triggers filling of the starting units.

They could have easily check to see if that had already occurred and disallow it. They have no idea that a player would destroy the starting city at deity and failed to check for it.
 
i already experienced this as i played a pacifist game and from one civ all cities got destroyed, though they survived on a galley...

they settled on an island where already some of my cities were and took them all with there extra-extra-units :(
 
I had the same problem on Sid level. I played with Mass Regicide option. I killed all enemies kings, and then.. in last city AI had 7 new kings :) Quite funny..
