Launch errors after 1.74 install.

Hello I'm hoping to get some help with this odd problem...

I'm running a fresh install of Win 7 on a new HD. I installed Civ IV no problem and knew that there was a patch (I have been playing it for a while now). I launched the game with no issue and went to the update screen where it downloaded and installed 1.74.

I closed and restarted my PC. When I go to launch Civ IV now, I get this message -

The program can't start because D3DX9_32.DLL is missing from your computer. Try reinstalling the program to fix the problem.

So I went to this site and downloaded the 1.74 patch, and installed it (basically over writing the original 1.74). Still the same issue though when trying to start.

It looks like a Direct X problem, but I have Win 7 Home Premium 64-bit and I believe that comes with DX 11 so I'm not sure what the issue is. I also installed the newest driver for my Nvidia card prior to all this. Any suggestions??
