The suggestions are:

1
AI Great Leaders aging throughout the game. At the game's outset they each are in their twenties, by 1ad in their thirties, by 1k ad in forties, and if the 21st century is reached they are in their eighties.

I think this would be a fun addition to the game's graphics, and given their current advanced state, could be accomplishable.
Younger leaders would be more likely to go to war, while the older ones would be more likely to try to win the game by other means.

2 (Partially done in some of the previous iterations)
Great Leader attires changing overtime.

Each AI Great Leader's costume/attire changes as the eras pass by, being reflective of what the rich and powerful rulers wore during each era.
This would have to differ according to which Cultural Group the Great Leader's nation belongs to, Western European leaders dressing more similiarly to each other, while the Indian, or Far Eastern ones, according to their countries/empires customs.
Early look for Elizabeth, for example, would have to be that of pre Arthurian times, likely from Stonehenge's Neolithic era, while Hatshepsut's Renaissance outfit could be a mixture of traditional ancient Egyptian and renaissance's European ruler class fashion of that era.

Generic garments would exist for each cultural group for each era, and if a unique garment is not available (an Aztec Renaissance outfit, for example) then borrowed from the nearest, related culture's generic outfit.

Their advisor's/herald's outfits could change overtime as well, adding more historical correctness and variety to the game.

From a purely aesthetic perspective, I could see it as being somewhat interesting, but I could also see it as being off-putting, for example, with leaders that never grew to be that old. I have the same sort of feelings about leaders changing clothing styles in the past. Sometimes it was interesting or funny, but other times it just looked weird.

Younger leaders would be more likely to go to war, while the older ones would be more likely to try to win the game by other means.

Since all leaders would age at the same rate, this would mean that later in the game, every civ would be more likely to win the game by non-war means (relative to earlier versions of the civ).

That might make some sense, but I wasn't sure from your post if that's what you intended.

I'm reasonably certain that they're trying to maintain the E10+ rating that that would certainly violate. :p

Personally I'd rather have really detailed leader scenes than leaders who change over the eras. I will never be able to unsee Neo-Nazi Jeanne d'Arc.

Exactly it, experience comes in handy, they'd know by the time they hit their sixties there are better alternatives out there than just saying "Hurrah"
