Does legendary start affect all civs including yourself and the AI? (not asking for Multi-player)

Is this a good idea or bad idea for higher difficulty, I.e. Is legendary start diety harder or easier than having that option off.

My understanding is that the ais legendary start will then Snowball with all of their bonuses.

Finally, how does abundant resources fit into this equation. What does it do specifically? Does it change whether legendary start is on or off?
 
All are affected but the snowball is not really true as the AI is very bad at handling resources.
It’s a personal choice about using, personally I feel like cheating when I use it (always used it in V, never in VI)
Legendary start means your starting place has more resources. Abundant put more on the map. So one is about getting you a starting boost while the other is about giving all your cities a possible boost.
There is no right or wrong answer, you can argue that legendary start guarantees everyone has a good starting location.
 
The AI won't snowball, but if they get a strong start they'll have more units earlier which can make them more dangerous in the beginning of the game. I can't support that with anything solid but I've noticed a much stiffer AI in the Ancient and Classical Eras when I have Legendary Start and Abundant resources selected.
