Let us build Citadels on Vassal's and defense pact ally's territory .

I was just playing another Songhai playthgrouh and found myself in an interesting situation when i had 5 or so Great Generals that bring no tactical value besides usual Morale boost. So i thought to myself how cool would it be if we could build those citadels on Vassal Lands. That would be so nice in my situation.

I think it happens when you alt tab, it needs some time to load, and i probably took screenshot at this moment

The solution here is to break the vassal pact and take Shaka's city.

I mean yeah, but i dont wanna do that to my vassals, i wish we could place citadel at their domains

You'd need to wait for a new regular VP Congress which might be in a while, because of 4UC integration

It would be pretty cool if it was possible to build improvements in vassal territory in general. Forts and roads could be useful, and it could increase the vassal's contentment.

indeed citadel in vassal land would be great.
it would also be very nice if I could build and repair improvements in allied CS territory...

just make sure the citadel land steal diplo penalty is applied against the one who used the citadel rather than the vassal that gains the land
