Liang Has Parks & Recreation - No Builder Park Option?

Liang has her promotion but my builder's not able to put down a city park

I have 'Games & Recreation' but no go?



What am I forgetting?

Check tile ownership...make sure the city with Liang owns that tile.

That's not the right promotion tree. Are you playing with a modded Liang?
You are also missing Aquaculture for the fisheries.
And Amusement was replaced in GS and Reinforced materials should be on that level.

I don't think that I'm playing with any modded governors but apparently one of my mods is doing something to her... odd, I'll have to investigate and figure it out

Yes your Parks and Recreation promotion doesn't even say you can build them either. It shows an entirely new ability.

I've had unrelated mods add in some surprise abilities before.

Figured it out - 'Expanded Alliances' by JNR explicitly does this and I just missed it.

City Parks and Fisheries were removed from Liang (who got 2 new promotions to compensate) and moved as general improvements for certain Alliance types...

I frequently use her fishery upgrade as a way to boost simple deep water, and I noticed it was missing from your screenshot up above. I'll have to remember that if I try out the mod you mentioned.

Keep in mind that you can build them if you invest in a particular alliance type
