Lighthouse Near Sea +Lakes

Permits the Lighthouse to be built in a city up to two tiles away from any type of water panel, provided it owns that panel. This also adds lakes to the Lighthouse, allowing for it to be built near lakes and add food and production to them.

Why lakes? Because lakes suck. They're rare enough that they're essentially placed like bonus resources, and yet their yield is only 2, not 3. They add fresh water around, but because their small yield can never be upgraded, lakes are actually something to avoid, even if you're the Aztecs. That's just stupid. Adding a +2 total bonus from the Lighthouse lets you turn lakes into +4 tiles. Considering the 1 maintenance on Lighthouse this still probably isn't enough for anyone but Aztecs (who can have +6 lakes quite early), but at least it helps. I'm not sure what else to do for lakes short of increasing their base yield.

As I am using Brave New World values for the Lighthouse and this does affect Lake Victoria, this does require Brave New World.


This is an edit of WHoward's mod that allowed Lighthouses to be built near coast without needing to be on them. He allows uploads of his work provided credit is given. I've added Lakes to the effect of Lighthouses with this edit. If you don't want that, please download the original from the above link.

I'd like to have a discussion on lakes. I've seen others also point out how terrible they are in Brave New World. What do people suggest doing to fix them? Should their base yield increase to 3, or is another option better? Considering the maintenance on the Lighthouse, I do not believe this change alone is enough.
 
I think you should also be allowed to build water mills if adjacent to lakes. That would make them nearly as good as a river system.
