Limited espionage options?

I have built the Intelligence Agency, but when I go to the Espionage screen I only have two options: Investigate City, and Steal Technology.
This is the first time I have played in a while, so maybe I am forgetting something...
I am Persia and my gov't is a Republic (in case that matters).
Any hints/guesses about why I can't plant a spy (so as to enable other mission types)?

You need to plant a spy before you can do espionage missions.

ctrl-shift-E is the command to use to plant a spy. You will then get prompted as to which Civ you want to spy on.

I think you can also go to your Intelligence Agency city and right click on it. The plant spy option will be on the menu.
