Limiting the contact bar

Hello! I didn't get an answer about this in the quick questions thread so I figured I'd give it a go in the main forum.

As you can see here:

There are too many civilizations in this scenario, and you can't see the top of the contact bar.

I wanted to add a scroll-bar there for simplicity. Is there any way to do that, or a different way to fix this?

The long answer is provided you have adequate python modding skills to mess with CvMainInterface file.

I don't have any python modding skills, hah. But I haven't been able to find anything online about it. So if you could point me in the right direction so that I might start learning I'd appreciate it.
