Here is a little supplemental to what I posted in another thread.

There are 8 different categories for leader traits. Thus, when giving 2 traits to each leader, Firazix has 28 leader slots available.

8! / (6!*2!) = (8*7) / 2 = 28, as you will see later, only 2 remain open.

Now, before picking leaders, they had to decide which civilizations from history they were going to use. Since in Civ4 each civ receives its own unique unit, the main emphasis on choosing civs would be placed on creating an unique and balanced unit for the game world. Once this process was completed, Firaxis was left with 18 civilizations that they felt would work in their game's universe. And if you'll notice, most of these are are names that are common in most places, which means outside of North America too. It is highly probable that there were more civs that they wanted, but just couldn't find a unique unit and leader that fit into the slots available.

Worker -> Fast Worker (Indian)
Warrior -> Quechua (Incan)
Archer -> Skirmisher (Malinese)
Maceman -> Samurai (Japanese)
Spearman -> Phalanx (Greek)
Chariot -> Immortal (Persian)
Chariot -> War Chariot (Egyptian)
Horse Archer -> Keshik (Mongolian)
Swordsman -> Praetorian (Roman)
Swordsman -> Jaguar (Aztecs)
Crossbowman -> Cho-Ko-Nu (Chinese)
Calvary -> Cossack (Russian)
Knight -> Camel Archer (Arabian)
Knight -> Conquistador (Spanish)
Musketman -> Musketeer (French)
Rifleman -> Redcoat (English)
Tank -> Panzer (German)
Marine -> Navy SEAL (American)

Now the part about choosing leaders comes into play. They have 18 civilizations with 28 unique leader slots available to fill them. Now, when studying the choices that they made, it seems they tried picking out people that brought about a great change in that civilization, either by leading a revolution, changing the way of thinking or expanding their respective empires in one fell swoop, all the while maintaining noteriety. Here is the list of traits and the civilization they have been assigned:

Aggressive, Creative - Mongolians (Kubla Khan)
Aggressive, Expansive - Mongolians (Genghis Khan)
Aggressive, Financial - Incans (Huayna Capac)
Aggressive, Industrious - French (Napoleon)
Aggressive, Organized - Japanese (Tokugawa)
Aggressive, Philosophical - Greeks (Alexander)
Aggressive, Spiritual - Aztecs (Montezuma)

Creative, Expansive - Romans (Julius Caesar)
Creative, Financial - Russians (Catherine)
Creative, Industrious -
Creative, Organized - French (Louis XIV)
Creative, Philosophical - Germans (Frederick)
Creative, Spiritual - Egyptians (Hatshepsut)

Expansive, Financial - English (Victoria)
Expansive, Industrious - Germans (Bismark)
Expansive, Organized - Persians (Cyrus)
Expansive, Philosophical - Russians (Peter)
Expansive, Spiritual - Spanish (Isabella)

Financial, Industrious - Chinese (Quin Shi Huang)

This leaves (Creative, Industrious) and (Industrious, Philosophical) as the only two unique slots available. I'll leave it at this and let you review them. But they seem to me to be very good descriptions of these historical figures from the data available to us, in some cases the most widely accepted views on that subject.

So i guess if we want more than 28 leader heads we would need to have leaders with identical traits. I guess this wouldn't be so bad since UU's would still be different and likely religious/civics choices would make civs run differently too.

Another option might be to allow single-trait leaders that have a bigger bonus to the benefits of that trait. This would be harder to implement with things like Free Upgrades of aggressive trait, but I'm sure the creative geniuses out there could come up with something...

I guess I'll at least see how the friaxis leaders work out before I think to hard on adding extras though! :)
