Welcome to civfanatics!
There's no lobby as such. However, the pibtboss subforum here on civfanatics is a good place to check for new games which are starting up, or existing games which are looking for subs or replacments. For example, there's a new game starting up right now, here.
Another website which is hosting a game and currently looking for a replacement is here: Tactical Gamer (check the 'PitSuc' game).
Another couple of sites with reasonably active pitboss communities:

Chaos and Civility
If you haven't played pitboss before, I'd also recommend reading some of the threads and game rules here first to get an idea of what to expect, or play a few turns as a sub for someone, before committing to a game (or even hosting your own). E.g. -
