Location of espionage city

Playing Roosevelt on Monarch/marathon/huge big/little map. Currently teching Physics (Qin will get it first if I don't, known by espionage) and noone else has scientific method so I am save not going after communism yet. I am running representation from pyramids. So here's my situation

I am wonderspamming in Washington and settling most prohets, engineers, scientists I have gotten here with a few exceptions. I settles a great spy in New York and also a great Merchant. Washington has an academy and New York has scotland yard.

The order of events That lead me to this

First great person was a spy (built great wall) so I settled him in New York to get the +12 EPs.

Next through teching I founded Judaism (popped mysticism from a hut early on to help) in New York. I built the temple of Solomon with a great prophet.

Next GP was a merchant who a I settled in New York expected to build Wall street there eventually.

Settled the next Great Prophet in Washington.

Got COL first and founded Confucism in New York also!!!! Both founded religions in the same city, which ahs a settled merchant and spy. Next GP was a prophet who buls the Confusious shrine in New York.

Got another Great Spy who I used to build Scotalnd yard in New York (Seams a no brainer, if I settled him it's +12 ep and some beakers, but building Scotland yard doubles the existed setteld spy's 12 Ep plus doubles those from courthouses jails etc..

So my million dollar questions for advice

Wall street defienitly goes into New York, and logically corps are founded in New York (I already have a merchant saved up for Sids Suschi). With an already settled Great Merchant it is a financial mega city (I have been able to run 100% science all game at a profit or near profit.

But New York has also turned into my espionage center. I expect to be the first to communism, and get the free great spy. Also where do i build the Kremlin? By plan is to settle the great spy in New York and build the Kremlin there (New York is not a production weekling but no way near to production power of Washington). I can run spies as my specialists in New York.

Washington has the national epic. I was thinking of putting iron works here for the unlimate in production power and place oxford in New York. Is there any other national wonder combo that would better help New York and Washington at this point? Boston is a perfectly forrested city for the national park and free specialists.

Is there any obvious conflict in my financial and espionage mega cities being the same? Any suggestion on what to do with the future great spy? I have already run one golden age with a great spy (I have the Mausulem built), but I do have another great merchant waiting to found sids suchi so I could start antoehr GA.

Any advice is greatly appreciated.

I don't see any conflict, but you might want to rethink where to put the oxford. Just make sure you are picking the city with max commerce, espeically since you are running 100% science.

The other options are Boston (essentially an unchopped forrested city) which should have ALOT of free scientists from the national park or Altanta which is heavily cottaged and well fed. Philadelphia is my only main costal city and military center although I already have the heroic epic and Moari statues built there.

But then what whould the second national wonder in New York be? None of the national wonders help espionage and Wall street is the only financial one. The Hermitage would be a waste and the city is somewhat limited as far as health so running the size up maximize globe theater is not that great an option.

There's no conflict. With Sid's sushi you can run max spies and still be able to run merchants as well.
