Locked alliances -- Am I doing something wrong?

So I decided to create a scenario with a couple locked alliances, one which I was in. However, after a time, my ally deicded to start making demands of me like tech and such. I'm not sure what made them angry since I was nothing but 100% supportive in all wars. I said no and they declared war on me. ???? How the hell can you declare war in a locked alliance? Their units showed as hostile and would prevent a city from producing in a square, but I couldn't attack them nor they me. The game showed us as at war and the AI acted clearly hostile, but no actual hostile acts were possible.

So: Is this just a dumb bug, or is there something else I need to setup such that AI's in a locked alliance won't get pissed and attack me?
 
Locked alliance is a big joke in C3C. I was also looking forward to this feature when C3C first came out. But I was very disappointed to find out that locked alliance just means a locked MPP. You can declare war on a Civ that you have a MPP with. The AI is clueless and will act like they did in your game. As far as they are concerned, you're still a threat to them.

My recomendation is stay away from locked alliance. Maybe, just maybe, they'll actually have some real diplomacy in Civ4.
 
Figured as much. Oh well, makes the scenario I'm trying to design somewhat unworkable, but it was a fun thought :P
