Losing Trade Route Capacity

In my game I had 12/12 trade routes for a very long time. All of a sudden it drops to 12/10 and when a trade route expires I cannot make a new one and I can't for the life of me figure out why I lost 2 trade route capacity.

I'm not at war and nothing got pillaged. I didn't replace any tile improvements. I didn't change policies or governments. All I do is hit "end turn" and next turn, boom, 2 fewer available trade routes.

Anyone have any ideas how to figure out what's going on? I wish you could mouseover the trade route icon on the upper left of the main menu and find out where your trade route capacity is coming from. Then at least I'd have a starting point.

Merchant Republic gives +2 trade routes.

One of the city states also gives you +1 trade route per encampment district if you're suzerain with them, so losing that status can decrease your trade route capacity.

Yeah Trade routes seem to be
Base w Foreign Trade: 1
Districts: Harbor, Hub
Various great merchants
Merchant Republic
Carthage + encampments

and thats it.

You can war with Germany and liberate Carthage if you want it back. Did that with Zanzibar a few games back. Don't <snip> with my commercial city states <snip>.
