Does the difficulty level affect where resources, bonus, & luxury items are located? 
I have recently moved from Regent to Monarch in PTW. The last two Monarch games have left me without any luxury items within my initial land grab. Since I always search ot the vacinity to grab the best locations, there are no luxury items close by. They are alway deep into the neighboring Civ's territory.
In these cases, I have chosen to complete the land grab and build, trade, slider++; then prepare for an attack with Cavalry, or Knights if I can. But this leaves me with buildings I really don't want and a deplete cash flow just to keep the happiness level up. I hate to build religous buildings when playing a scientific Civ and prefer to put the cash in the bank than spend it on luxury taxes. Is there a better way to work these starting scenarios?
