Whether or not this gets fixed with the new patch I noticed a glitch that should let you rush build for significantly less population points. When you rush build, the number of citizens you are required to sacrifice are 1 for the first 39 shields. 1 for each 20 shields after it. That's right, if you start a harbor and put just one shield into it, you can sacrifice 1 population to rush build it. However, even if you rush, there is no reason you can't change to another structure, and then rush that. Let's see how this might play out.

I have a city on the ocean that needs a bank, however, rather than building it directly, I can sacrifice a worker to build a harbor first, then finish off the bank, saving a population point. The only drawback I can see to this is that it might cause more people to become angry in the town after the sacrifice (can anyone confirm this) regardless, it's a great startegy to leapfrog up the chain, particularly if there is something expensive (like a factory) that you usually like to build first.
