Inevitably you get size 6 cities without aqueducts and size 12 cities without hospitals. With irrigation nearby, some of these will overproduce food no matter what.
Use them to stockpile settlers, so that they never waste food. Using the production queue you can alternate settlers with other units.
Later in the game, when you are invading, it's great to have a dozen settlers waiting in your capital. The minute that you are at war, you can build in enemy territory. If the resulting city is defensible, let your enemy waste units on it. Otherwise sell it immediately, preferably to someone with whom you have a right-of-passage agreement.
