Maximum City limits for Provances Proposal and Disscussion

I had this Idea while Chating with SaAM and Chieftess. Remember the old 3-city rule for provances. Well I would like to propose that there should be a maximum limit. I had an idea that the max should be set 5-7 cities in a provance (Depends on the size of the provance). Please fell free to post suggestion about seting a maximum limit of cities in a provance :).

Seting a limit on provances having a maximum of a number of cities would be good since it can prevent a clutter of cities within a provance :).
 
I would like to see a maximum of 5 cities per province. It keeps the work very manageable and it prevents us from having too many provinces. I definately don't think there should be no limit :)
 
I say 8, it is a good round number, small amount of provinces, and fairly large province sizes.
 
I know demogame 1 had around 14-15 cities per province by game's end. I was thinking of our good old rule of 3-5 minimum, with Domestic controlling the undefined provinces. Remember how those undefined provinces guided some of our expansion?

Setting a limit of five (5) cities per province would likely result in an increase in the number of provinces in the game. Under such a system, I could conceive of having no fewer than 12 governors by the end of the game (Phoenatica would have required at least 14 by the end of that game...) and an equal number of deputy governors.

Additionally, setting a hard limit of any size could conflict with our current laws requiring provincial borders matching the natural geographic borders. Should we not build a city in a perfect location simply because we already have five cities in that province?

I suggest that we charge the domestic department with establishing a "target" province size (in fact, this could be a debate question for the Domestic Leader position) and then let the polls determine the actual borders.
 
That was exactly the reason for my "large" province back in the first/second term. This isn't demogame 1, where we had 5-7 cities before being closed in by other civs.
 
im strictly against reimplementing the rule.
we stripped it because
a) we didnt manage to fill all provinces with governors
b) the province layout looked artificial and not right
c) only 5 cities or even 10 cities limits us too far

the rules as they are now with unlimited provinces are good. they allow us to use geographical borderlines (even force us to do so).
the demogame should try to resemble "reality" as good as possible, and there the provinces are definitely not defined by the number of cities.

also, the benefit of being able to have big provinces is:
the production centres (FP+capitol) can have maybe 10 cities, and the high corruption outside lands could have 20 cities.
this way the workload would be equally split.
 
and btw:
if we have no limit in city number, you can always put up a border proposal with small provinces at ANY time and let it be decided.
why limit us from the start?
