Maximum culture power?

I looked for a mod with enhanced culture: more powerfull and with a better range. The higher the better. But I didn't find it, strangely... did not someone make such a mod? I couldn't believe it...

It was easy to mod this in Civ3, so can anybody tell me if this is possible in Civ4? Or not?

What do you exactly mean by "enchanced culture"?

Some simple steps could be adding more levels and changing the pace of their expansion in Civ4CultureLevelInfo.xml.

Not "enchanced", "enhanced". Increased. A culture with more power, that grows faster so each culture improvements increase the difference between two cultures in regard of what it is in Civ4 vanilla, so that territory grabbing through culture or culture fights would be more important.
