When starting Medieval Era, it seems only possible to get one Tier III war technology. What setting makes it possible to get Tier IV (Divine/Elephants/etc.) shortly after the game starts? Preferably with all the Tier III techs completed already. We need a higher level era.
My technology rate doesn't seem to be much higher than an advanced start ancient or classical. Without cottages providing bags like they would normally, your beakers are weak and getting a top level tech takes three times as long as starting ancient or classical.
