I think that in civ 4 there should be able to buy and sell mercenaries to and from other countries, for instance, I'm at war with the Zulu as the English. The romans are eside me and have a huge military. I think i should be able to ask Caesar for some mercenaries (after paying a bit of money of course) without bringing Rome into the war. After the war ends the troops go back to being roman troops.
Well, how do you guys like the idea.
 
I agree with part of what you say. We should be able to buy (or rent) unit. This is a very popular idea on this forum. However in the interest of improved diplomacy and civ interaction and balance, several things should be done:


1. The Zulu should be able to demand the they stop supplying you arms. If this action is not stopped, they could also declare war on the Romans,
2.The Romans could create a secret agreement with you to supply units. These would be much more expensive and usually take place after the aforementioned demand to stop supplying troops.
3. Just the simple act of supplying troops (and other actions aiding and abieting the enemy) would be cause enough to go war.
4. The cost would be large (for example-1.5x the shield cost)

These ideas I feel woul be effective enough to cause this idea to become counterbalancing
