Merchant raider promotion bugged?

With the latest version of GEM, I can only select merchant raider I. and it doesn't allow me to go to level 2 or 3, no matter how much xp I have.

The promotion tree also looks bugged.

Also, Liburna does not seem to receive the morale bonus from heroic epic?

But trireme receives the bonus.

The promo bug on coastal raider is probably that it incorrectly removed them in the promo replace file. This was noted and easily fixed but apparently wasn't in all the business elsewhere.

Thank you for reporting the merchant raider promotion bug. I found and fixed the problem for Gem 1.13.2.

I started a test game, placed the Heroic Epic in my capital, and purchased a Liburna. It received the Morale promotion. There must be something else going on - could you provide more details about the circumstances involved?
