Min City Distance?

Hi, I HATE packed in cities. I want them to have room to grow. It also stops the AI from sneaking a crap city into that little corner of tiles you don't want. I modded min city distance in pretty much every Civ that has come out. In Civ 4 it was an easy fix, just change the 2 to a 3. Same thing in Civ 5 and 6, except from 3 to 4. If memory serves, it was GlobalDefines.xml maybe? Anyway, I can't seem to find how to fix it in Civ 7. I already fixed the lame comabt bonus the AI gets, I changed all those to 0. I can deal with the AI getting resource bonuses but freaking 5 and 8 combat bonus for the same unit is strait up cheating, not a bonus. Hell with that, I fixed that. Sid Meier's Civilization VII\Base\modules\base-standard\data Anyway, I can not find where city spacing is. Any help?

CIVILIZATION 7 MIN CITY RANGE
I just found how to modify the min city range, I don't like cities or towns to close. so here it is
if some one want to do a mod that will be great.
I found out with a debugger I got from civ fanatic web, so just paste this :
<Replace Name="CITY_MIN_RANGE" Value="5" /> in SteamLibrary\steamapps\common\Sid Meier's Civilization VII\Base\modules\age-modern\data\gameplay-systems.xml. Just look for <GlobalParameters> at the bottom and paste the line below. BUT DONT FORGET FIRST TO BACK UP DATA. You can do same thing for all the ages folders. I spent 3 days looking everywhere for it and couldn't fine any mode or idea, so I figured out with a debugger.
