Mines % to new resources

Do mines in civ 5 still gives a % chance to receive resources if they didn't have any on them in the first place?

Markusbeutel made a function like this for his NIGHTS mod but it was soon removed due to AI not understanding it and that the chance for the resource to appear was too high.
