minimize units

It isn't really. When zipped up, bitmaps will likely be slightly smaller than their GIF counterparts. And with gigabyte harddisks, a few more kilobytes isn't really gonna make any difference.
Yes, but they're not zipped once installed. Maybe I'm revealing my obsessive nature here, but compare the negligible space saved with a compressed bmp versus the difference between an uncompressed bmp and a gif. Despite my multi-gigabyte disks, I've still found myself running out of space – it just always seems to happen – and if I can cull unnecessary megabytes, I'll do it. When you've got multiple scenarios with cities, icons, terrain1, terrain2, people and units files it starts to add up. The technology angle is the same argument used to justify bloatware.

Yes, multi-units (image includes more than one figure) can convey the feeling of quantity. I played Bonapart II by John Ellis which makes heavy use of multi-units. Although individually they look good, the multiunits REALLY clutter up the map so that if you zoom out to much it becomes very difficult to make out adjacent units.
Multi-units seem to be a little bit redundant IMO since proportion (in terms of quantity, not size) is not specific in CIV --but I haven't played your scenarios leonel, so you may have had better luck.
