Instead of barbarians there should be minor nations. These would be small countries with some kind of disadvantage. They would have no civ traits and no unique units, and maybe they would have the kind of disadvantages that the AI has in chiefton, or they can't grow beyond a certain point. These could become major nations if they became powerful enough, or if they somehow conquered a major nation.
