Missing Civs in Graph on Info Screen?

I am playing BTS with the latest patches. When I go to the Info Screen (F9) to check the power graph, not all of the civs with whom I have contact are displayed.

In my current game the Mongols are not on the graph even though I have been trading with them. The Mayans were on the graph, but are no longer displayed.

I can never remember this happening in Vanilla or Warlord. I have checked the manual and the Civilopedia, but can find no info on the info screen. What is causing this to happen?
 
Seeing a civ on the graph requires espionage. Its the passive ability "see demographics", and it generally requires a very meager sum of EP's to get to. This number is in flux because the ratio of your EP's to the AI's EP's is one of the factors that sets the cost, being more expensive or less expensive depending on if you are higher or lower.

Espionage, pure and simple. You now need to invest Espionage Points (EP) in a civ in order to see their graphs. The amount of EP needed per civ, depends upon how much they are spending on you. Check your Espionage Advisor for more info....
 
Ah, so if I was investing in passive espionage earlier in the game and accumulated more espionage than them then I got to see their graph. But now they have exceeded my investment in espionage and I can no longer see their scores. Is that correct?
 
Actually you don't have to invest more than them, you just need a certain number of accumulated points towards them.
 
You get EP's through certain buildings, spy specialists, and commerce spending. These EP's are then spent on AI's based on their "weight".

The passive abilities are active once you reach the required EP's.

The active abilities require a spy and the EP's are consumed by doing the mission (the spy has to be in one of their cities)
