All menus on right side of screen are missing/disabled

I like playing the Community Patch version of Civ 5 because I think it is a superior game, but for the past two years or so I've had this issue where installing it causes all the UI elements on the right side of the screen to not show up. At first, I thought this might be because I was trying to run it on an old computer, but I've since tried installing it on a laptop and now a new PC with Windows 11 with lots of memory and I'm still running into the same issue. I've tried running community patch with Info Addict both enabled and disabled, but the menus are completely missing.

If I run the base game with no mods, I can see the right side UI menus and buttons. Also, this in not just the 4.22 release - I've been trying most of the releases for two years or so and the UI elements are not showing up on any of them.

This bug makes it impossible to use spies, disables any event notifications and makes trading and diplomacy much harder. I'd like to have the menus back so I can have the full experience. What is causing this?

That looks like a weird mix of EUI and non-EUI... Do you have an incompatible mod?
 
How do I fix it? I just downloaded the community patch installer and ran it with defaults.
 
I renamed UI_bc to _UI_bc, but the bug is still there.

Edit:
I tried removing the directory entirely, and I got errors about missing textures when I started the game. I was unable to even get to the start menu.

Your Steam DLC directory (steam/steamlibrary > steamapps > common > Civ 5 > assets > DLC) needs to have two folders at the end: UI_bc1 and VPUI

This is not correct, "UI_bc1" is only for EUI, it must be deleted when playing Community Patch.

I renamed UI_bc to _UI_bc, but the bug is still there.

Sounds like you have some modpack that requires EUI. Make sure there are no folders other than the ones by Firaxis in Assets/DLC.
 
Just to clarify, is he trying to play the Community Patch or Vox Populi?
The game suggests he's loading Vox Populi since there are added wonders and luxuries.
 
The tile yields also suggest VP, vanilla forests gives 1:c5food:/1:c5production: and coast gives 1:c5food: base (not 2), so that's not vanilla
 
Yes, I'm trying to play Vox Populi. I thought that was just a different name for Community Patch?

UI_bc1 and VPUI are both there. I've not installed any mods other than Vox Populi.
 
Would be easier if you can give us a picture of your steam/steamlibrary > steamapps > common > Civ 5 > assets > DLC folder.
 
This looks fine, provided that you play the EUI version of Vox Populi. Which mods do you activate in the mods menu?
 
For EUI you need to activate (1), (2) and (3a), which is what you did. "Superintelligence" is a mod I‘m not familiar with, it‘s not a part of VP. Have you tried playing without it? InfoAddict isn‘t a part of VP either, but it should be compatible, many people use it with VP.
 
Looks like it is Superintelligence that caused it. Disabling that causes the UI to load properly.

I thought it came with VP. I downloaded it a long time ago separately, but since then did clean installs on new machines without it. Because it kept showing up in the menu, I figured that it had be incorporated into VP.

It's possible you subscribed to it on the Steam Workshop, which causes it to auto-download.
