Is there a way to mod back in cultural starting locations? It's something they left on in IV and was hoping they would put back in but if they did, I haven't found the option for it.
If it is... it's weirdly done. Usually the first people I meet while playing as Russia is the arabian civs instead of one of the Europian civs. If cultural starting was in, they should be the first I meet, right?
