"Mod"?

So, I was reading a thread and someone said, I modded the Fall of Rome to be able to play as Rome, what does mod mean? Does it change the conquest in a different way to be able to play as an unplayable civilization? If thats the deal...how do you do it? And is it sent to the in-game section called civ-content?
 
a mod is short for "modification", I can't mod well at all, but I can edit Scenarios, you follow these files to do it.
C:\Program Files\Steam\SteamApps\common\sid meier's civilization iii complete\Conquests
of course, if you don't have the steam version, the steam stuff doesn't apply.
and yes it goes to civ-content.

One more thing...if someone has already modified that conquest, it's saved into your civ-content correct? Even if it wasn't done by you, nor on your computer?
 
These questions are for the creation forum where those w/experience can answer, request a moderator to move your thread, which I'm sure they will be happy to do. To answer that second question, you must place a "mod" into Conquests/Scenarios folder. A simple answer but if you have more feel free to ask. Good luck.
