modern tech advance choices

i have recently bumped up my playing level and my games are lasting into the modern times tech. My question is- is it better to go for military advance like rocketry or computers and clean pollution with workers or try for ecology/recycling to lessen pollution with mass transit and recycling center?

I would like to move some of my workers to another area of pangaea or new continent to bulid roads/rail or clear swamp but i'm not sure how benificial research/building of ecology/recycling techs is.

In my last 2 games I have had 2 civs left- Carthage is one and they are my equal tech wise and have gotten ahead with computers and rocketry and wont trade for either ecology or recycling. They then declare war and clean out my newly conquered cities.

Besides making sure Carthage is not an AI, is there a way to determine cost to clean up pollution vs. getting mech infanty, TOW or jet fighters?
 
I usually go for Fission first to disable the UN option by building that wonder (army prebuild with factory + power plant should be very easy) and of course to locate uranium spots.

Then I go for ecology and recycling to stop the annoying mess!

I don't put military power to be #1 priority in the modern era. Sure - modern armour is the most powerful unit in the game but it's 3rd level tech and you should be at par in power so late in the game. Arty + infantry + tanks (+ armies) will take down any metro.
 
I usually go Fission and Computers, then the path varies depending on the VC. If space, I might do Spaceflight, if culture, Miniaturization and Genetics. Military VC, Ecology then Synthetic Fibers then Spaceflight for nukes.
 
Before I started modifying the game to deal with the pollution mess, I went for recycling/ecology fast, as I was not interested in having stacks of 6 to 8 workers tied up in almost every large city dealing with pollution every turn. THAT got old real fast. That was one of the reasons that I started modifying the game, along with the corruption modifier and the combat stat system.
 
I normally go for modern armour first which is rockets (for aluminium)-ecology-synthetics then recycling, that, i always think is the fastest to both anti-pollution and milltary strenght
