Modifying AA Defence

I haven't had any experiences with AA guns and fighters yet but from what I've read when a bomber or an atomic bomb attacks a city there is a % chance the fighter will intercept or the AA gun will take them down, I want to change this to a 100%. This way the enemy must neutralise AA defences before bombing. Which file do I look in?

First, you read wrong. Nothing intercepts an Atomic Bomb, in the normal game. My own mod has added working nuke-interception capability, but it's not trivial at all as it's Lua-based. I explained how to do so in this thread; I don't know which other mods have used my logic, but I do know that a couple of mods that have claimed to have nuke interception through pure XML stubs actually don't work.

Second, interception chance against bombers is a function of promotions. The AA and Fighter units receive a promotion that increases their chance of intercepting, while certain units (like the Stealth Bomber) receive promotions that decrease their chance of being intercepted and/or decrease the damage they take when intercepted. So it's not a flat percentage you can easily tweak, it's a balance between these two. If you want AA units to be significantly more likely to intercept, you just need to increase the effectiveness of the Interception promotions. Fairly easy to do, but it won't be 100% effective.
 
Thanks for that information. I think I might ignore the atomic bomb interception (i've already made them near impossible to build) but I'll mess with the interception promotions
