Modifying Culture And Tile Gain

Is there a LUA file somewhere that has the code for adding new tiles to a city via culture or is this something that is hard coded in the engine? I would like to make a mod that changes how tiles are acquired from culture, but I am not sure where the code for this is contained.
 
The only thing you have access to is tile flavoring, which are in the GameDefines xml file.
 
What exactly is tile flavoring?

So you can't change which tiles are acquirable? I want to do a culture flip mod that simply enables the ability to select tiles already owned by another Civ.
