modifying global warming

Global warming is real and probably manmade, but it is also
1. Probably not the end of the world or irreversible.
2. Best combatted by a higher technology which can only be attained by a thriving civilization,
not by going backwards growthwise.

Thus there should be some way to research a tech that allows you to reverse the damage, ie chop the effects (not change terrain which ai won't do).
Strategically, this is interesting because as the hint says, whats bad for your rivals is good for you. If you can chop wasteland in your own realm and others cannot, that's just another good reason to pollute and plenty of it Much better than a food bonus.

That being said, how do you make the standard global warming produce a feature rather than a terrain? Just resetting default global warming terrain in global defines to a feature doesn't work (I've tested it with WB and a bunch of nukes). Will I have to find the appropriate code in the SDK and take potshots at what to do with it?
