Mods and Leader Help

Okay, here's the deal. I want to make a plug-and-play mod that includes the leaders and the civs of my preference. I've downloaded some leaderheads of my predilection. What do I do to make the mod and, for example, put Marcus Aurelius under the Romans, and Ahmanedinejad with the Persians?
