mods not loading

I have regular civ 4 and when i try to load simple mods I make it doesn't work.It just loads it up and says its loaded but nothing has changed.It also doesn't say their are any errors or anything.It doesn't put configuration settings or anything else in my mod folder.It doesn't even acknowledge it as a mod.and I really want to mod the game but when i do i can't load it and i have yet to find a way to fix this problem.can anyone help a brotha out or what.
