Mods not showing in additional content screen

This is frustrating me. The additional content screen never changes. Even if I remove them from thed mods folder, they still show. No additional mods show up in the additional content screen. I'm running Civ VI with the patch. I had Steam verify local files. There is nothing in the mod user data folder, as in Civ 5. I feel I must be missing something simple, but I am getting nowhere. I've been playing this the original Civ so I'm not new to the game. Any help appreciated.

The answer: I discovered that I have to put mods in the scenarios folder. They behave normally from there. Don't know how this got changed from the usual My Documents....Mods location, but at least I can use mods now.
