I just submitted my first 20 K culture win on a standard map playing at the regent difficulty level and wanted to pass along an observation to see if anyone else has noticed this. I normally get Monarchy as my bonus Philosophy tech then go to Free Artistry as fast as I can so I can build Shakespeare's Theatre and increase my 20 K city to 20 citizens. You get Democracy in going for Free Artistry and I usually switch to Democracy from Monarchy as soon as it is prudent. This game wasn't played as well as some of the last 20 K games and I was later than usual when it was time to switch.
I noticed that with all the cities in highly corrupt areas using scientists that I was able to keep research at 4 turns per tech so decided to wait until I wasn't able to do that anymore. It never happened, I researched 4 turns per tech all the way through Robotics when I stopped researching aggressively. I only had to set the science slider to 50% for Robotics and there were some cheap techs that could be researched at a 0% setting.
Are there other players that are staying in Monarchy for the entire game? I plan to use this strategy in my next standard regent game and try it with my first large monarch game.
