Just how do you imagine destroying a dirt road? Or a brick road, for that matter? And I do mean DESTROYING, since merely blocking it with some fallen trees or trenches won't cancel the ability to move faster on the intact portions of road, and such a road will anyway be much better to walk on compared to a forest, and much easier to clear compared to building a new road. Maybe, blocking could reduce the movement bonus a road gives.
There's been a thread in FFH forums some time ago, where many folks said, come on, it's a fantasy world, with fireballs and huge summoned monsters. Well, it's not only spellcasters or huge monsters that are able to destroy roads. Any lousy warrior can accomplish the feat, and any mounted unit can escape unscathed after doing it. Isn't it a bit stupid?
So, my suggestion is: before blasting powder is invented, roads should only be destroyable by elementalist mages, huge creatures (eg dragons) and workers. Soldiers may be permitted to do it under certain circumstances, eg in a forest or jungle tile. Anyway, it should take more than 1 turn per unit to destroy a road. Roads aren't built in 1 turn, right? Terrain restrictions might also apply, although on a reversed basis: the tougher the terrain, the easier it is to destroy a road. Destroying a road with the help of explosives should require moving units out of the tile, or they suffer massive damage. There's some room for discussion as for the details, but the basic fact seems clear to me: destroying roads is currently way too easy.
