It seems like the max is 12 on the largest maps using YNAMP maps mod. Is there anyway to generate more since there are 18 now?

I always use more natural wounder mods in previous versions. however, I have a concern with this version of Civ. would having more, make the culture victory to easy and harder to block your opponent from getting it, as you get an artifact from each natural wounder. Does it have a counter for this e.g. cap on number of artifacts from them (or don't get them or low chance) maybe the wounder has to be in one of your settlements etc.
