Race Picture: Silicoids
Strategy:
You will be using your tech research advantage to slime your way to peace with every race you encounter. Not only will you make plenty of deals with other races - you will be showering them with gifts until your relationship is maxed out.
Of course, you'll also maintain a small strike fleet since other races could randomly get the Repulsive race pick, in which case all your diplomacy skills are worthless.
Once you maxed out your relationship, it's time to ask for favors .... like a 5% annual stipend ... or 10% while you're at it. Caution though, since some leader personalities (like the erratic ones) sometimes answer demands with a declaration of war. But some eagerly comply with your reasonable requests and will, in exchange for trinkets like space academys, biospheres, stock exchange, terraform etc. agree to demands like "ohh, that's a nice planet ... do you really need it?" and "i'm sure you're willing to give me your military high-tech in exchange for a bunch of consumer electronics, no?" to "you don't really need all that money, do you?".
And once your empire is bloated with gifted planets and enjoys financial support from your "allies", you're free to aquire the more unreasonable neighbours.
