Moving bombers

I'm building bombers and sticking them overseas in cities that I'm sacking.

Some of my domestic cities will land bombers in overseas cities without a problem, some will not, consistantly.

So, I do this leapfrog thing and send bombers to other overseas cities that will accept them and move bombers from those middle-man overseas cities to the target city.

Cities in all cases have airports.

Why only some of my domestic cities able to send bombers to cities overseas and not others? Is it a bug or maybe some restriction that I might be missing?

there is some limit, something (i don't remember now exactly) like triple or quadruple multiple of bombing distance...
on bigger maps You have to re-base them in more than one turn to destination.

That makes sense considering the cities distance where I'm having trouble.

I'm pretty sure it's 3x the operational range for rebasing.
