MP Direct IP

Ok. so my friend and I want to play a game of civ, but idk how to connect. we want to be able to play without steam. is that possible without playing Hotseat? I want to be able to play with Direct Connet IP

You can play a LAN game, if you are on the same LAN or a fake LAN like Hamachi or Evolve. But Civ5 doesn't have direct IP. But what exactly is the problem with playing just a normal steam game online like everyone else does?
