Much higher stability?

In regular RFC stability is to a large extent based on historical expansion areas, which almost requires checking maps outside the game. In a random world, will this be randomized or completely ignored? If the latter, will stability hits from overexpanding be less of an issue than in the normal game?
 
In RFC RAND maps are created from geography.
Terrain type, latitude, distance from the capital, distance from coast, presence of a river, continent...all these factors form a value that ranges from 0 to 500 just like in RFC.
