Multi Player Problem

I have a friend that I play online games with. Recently his hard drive died. We have reinstalled Civ 3 Conquests (with 1.22) and Gamespy Arcade, but whenever we start the game, he reaches the staging area, but his computer locks up once we click launch, he never reaches the setup screen (I think that's the right name). I always host.

We have made sure his firewall (Windows firewall was off). We have tried reinstall and reapplying the patch, but everytime, his PC locks up after the staging area. Anybody have suggestions. We spent 2 hours trying things, so please any ideas would be appreciated.
