Civ IV cannot use multicores at the same time. On multicore CPUs CIV IV is regular switching between the cores. So I tried to fix CIV IV on the core which is least used with the tool CPU-Control http://ge.koma-code.de/index.php?option=com_content&task=view&id=79&Itemid=94 and I mean the time for Waiting for other civilizations ... is reduced.
Try it yourself!
Other CPU Affinity Control tools are also possible to use!

In vanilla game there might be no need for trying it but it is good for Caveman 2 Cosmos or other big Modpacks.

Please tell your observations.

What response would you expect?

By the way, C2C has some multithreading in its DLL. Specifically, the Property calculations and the finding of valid locations for unit spawning can use up to 4 threads. If you limit it to only 1 core, these things should take longer.
