An idea that occurred to me while reading about armies with Hidden Nationality units in them.
In CivII you could give the barbarians cities (they became red when you assigned them) and end up with a barbarian civilization of more than just barbarian camps all over the place.
If you wanted to create a mod or scenario in CivIII with several civs with barbarian qualities, you could make them so that all the units they could train were Hidden Nationality. This would create a climate in which the units would all appear (to the human player) to be from the same tribe, they would be attack-on-sight hostiles, warring with them would not cause war weariness, and they'd get better as time progressed, rather than remaining (in default terms) Barbarian Warrior and Barbarian Horseman.
This would set the stage for a mod featuring endemic warfare between primitive tribes (as in Africa), border raids (as in Scotland/England and elsewhere), or sci-fi and fantasy mods where certain races are infamous for infighting, such as orcs/Orks or cerebrate-less zerg broods.
I'm sure there is a downside, but it was an idea I thought I could share with everyone.
