Mutual Protection Pacts not working

A foreign unit is on my soil and when I tell them to leave they declare war. Twice now, the countries I have mutual protection pacts with don't declare war on the country that declared war on me. Do I actually have to wait until they attack me first, or is this some sort of bug?
 
Yes -> war is declared when they actually attack you. Sometime you (Civ A) can have a MPP with Civ B. Civ B also has a MPP with Civ C.

If you declare war on Civ C (or civ C declares war on you), then Civ B that has an MPP with you both will side against the first aggressor. :)
 
Sometimes I think it would be nice that the player had the choice to decide which civ they actually want to stay allied with, rather than being forced to stay allied with one nation because of the order of who attacks first. Although a greater rep hit would occur if you sided with the aggressor...
 
The one caveat to the first aggressor, pillaging is an attack as far as the AI is concerned. If an enemy unit is in your area and pillages a road on a lonely mountain, that will be enough to trigger a MPP.
 
Having a joint MPP's with an AI and getting an attacker on the bottom of a dogpile has been one of my favorite moments playing this game.
 
Just wait until the next "turn." Even if the specific unit doesn't attack, when it ends its turn in your territory (assuming it is a combat unit and not a worker or settler), your MPP partners will declare. An MPP is triggered when enemy units attack within your territory or when they end their turn in your territory.
 
They don't have to attack. Merely being in your territory is aggressive. I think.
 
Thanks for the replies. It would be nice if it kicked in as soon as they declared war, but this is good to know.
 
Always be wary of AI units trodding your turf with no obvious destination (an enemy city with which the AI is at war with, or a new city site), more often than not it's begging for war.
 
usually -if nationalism has been researched- i will conscript from any cities that are not growing....then i will place these within my border near the enemies border...the AI ALWAYS attacks conscripts first-this will trigger any MPP and will also direct the enemy where u decide...
